Not so sure. Jefferson was in correspondence with Madison and no friend of Mason. We have no way of knowing what Jefferson would have done if he had been a delegate to the Convention. He was a pretty slippery guy who loved power and a Virginian. And recall that Madison’s Virginia Plan put a great deal of power in the hands of the Central government.
