They could do it easily. The Kerch Strait is only about two miles across. The Russians had a major port facility under construction just north of there but suspended it when Yalta fell into their hands. So I assume a lot of generating capacity was already planned.
This was a significant vulnerability for Russian in their occupation of Crimea. By exploiting it now Ukraine has lost it and done so for no gain. Another leftist tantrum plays right into Putin's hands.

But first, Russia can immediately cut off all gas supplies to the Ukraine, after all they have all that electricity to stay warm this winter, enjoy the winter sports.
