Sounds like she had the phone up and talking on it. Obviously no excuse to get robbed, but I’m amazed at how people walk around with no awareness of what is going on around them while they are CONSTANTLY on their phones. I’m guessing the bad guys are looking for that.
Of course it really amazes me when they cross the street without looking - just yapping along.
Despite the development going on between the Hill and the Navy Yard, that area is still adjacent to some fairly sketchy areas to the north and east.

As for people walking and talking or texting — through a crowd, crossing streets, and driving — I put them in the moron class of humanity.

Thugs are masters at exploiting that very weakness. They depend on it, the same way that politicians depend on citizens being ill or mis-informed about what goes on in their government.
