I was in the Army then, and yes, the Army was already doing so. Well, the Army was ahead of the social curve in those days. I was a black Army Brat in the 50s and 60s, and know this personally.
As far as the rest of the establishment, they weren't quite there yet, with the affirmative action policies we've all come to know and love. /s
