I do see some of that where I work. We can find a good person to hire, but after we tell them to pee in a cup, we never see them again. Some people don’t even bother to apply. They get more money from welfare, so why work for just above minimum?

Same here. We would get applicants from former union jobs who weren't thrilled with what we were paying. Granted, it wasn't all that much lower considering (a)we didn't deduct union dues, (b)we promoted on merit (well, sort of, compared to unions) and (c)we had so-so health insurance which was actually very good before ObaMaoCare. But, still, it was a step down.
Some of them would just refuse to pee in a cup to prove they were clean. Others were openly honest with responses like "I think I'll look around some more. I'm only on week 44 of 99 weeks of unemployment."

They get more money from welfare, so why work for just above minimum? Pay more then you will get a better quality of candidate. This isn't rock surgery.
