After a historic legal settlement that will allow a California inmate to undergo sex-reassignment surgery, the states prisons will implement the nations first guidelines that would authorize surgical procedures sought by transgender inmates who are suffering from severe mental problems.
The guidelines call for panels of state health professionals to review appeals for sex-reassignment surgery from inmates whose doctors say their patients are under significant distress because of a mental condition known as gender dysphoria. The inmate must have been taking hormones for at least a year and have consistently expressed a desire to change his or her biological gender before an operation can be approved.
Prison officials have estimated the cost of the state-funded operations as high as $100,000. But the Transgender Law Center in San Francisco, which has represented two inmates in suits against the state, says each operation would cost $15,000 to $30,000.

Researchers and the USG have been worried since the 1960s that hormones and synthetic chemicals similar to hormones or that block them, could cause extensive animal and human gender dysphoria.
For example, phytohormones are sprayed on plants and given them with their fertilizer to increase size, yield and many other things. And some of these are very similar to their human hormone analogs.
While research didn’t show any *extensive* effect of these chemicals on people, it couldn’t prove that it would not affect people with other hormone or developmental problems.
A perhaps larger problem are human hormone supplements that are consumed then excreted in the urine, but are not destroyed or neutralized during water treatment, so are recycled into drinking water.

Homosexuality was removed from the list of psychiatric disorders because of threats and intimidation from queers.
In the 1950s, queers were locked up in nut houses. In the 1960s, involuntary confinement was done away with. I have been theorizing that the only reason so many queers could show up at the American Psychiatry Association meetings was because they had previously been let out of the nuthouses, or that they came out of the wood work because they no longer had to fear being tossed into a nut house.

Are the prisons aware that gender confusion is a treatable mental disorder? It would be less expensive to provide mental health counseling and treatment instead of mutilation of the genitals of the inmates.
Chances are very high that the inmates will regret their decision to get gender reassignment surgery after the novelty wears off.

I believe this is just a way for the State to get disfavored classes sterilized without the opprobrium now attached to Sangerism/eugenics.
