Thought they found oil off the coast of Isreal awhile back... I could be wrong but if they did, this is no more a game changer than that was.
That was a natural gas deposit. Both finds are significant finds for Israel.

Both are game changers and excellent news for Israel. No longer will Israel be dependent on another country for oil/gas. Syria will of course say the Golan Heights oil find is on land stolen from them, and therefore rightfully theirs. Israel will tell Syria to drop dead, preferably literally. I assume they will horizontally frack the find from farther away from the border, to minimize attacks right along the border.

It was gas, and its at least partially online.
I believe it was natural gas they found off their coast. If I remember correctly, the gas was in historic amounts. However, it was going to take a number of years to build the infrastructure, etc.
