It is a big “lake” bordered by multiple countries. Each has its own territorial waters, and they need navies to defend them.

The Caspian Sea fleet is landlocked but apparently their missiles are in range of Syrian targets. This is an opportunity for the crews to be “blooded” in a real war and to clean out aging stocks of missiles.
