It was Bush that agreed to withdraw all US forces from Iraq and it was Bush that set the withdraw date. O certainly has blood on his hands but so does W.

The expectation was that the next president would negotiate a new SOFA, which Obama failed to do.

Bush's agreement also entailed a possible continuation of the US forces in Iraq, which Obama derailed. Bush had his hand forced by the Democratic Congress, but left an escape hatch for the next president. The next president decided to say he was going to continue the troop presence, but behind the scenes sabotaged the process. Especially by sending the viperous Secretary of State to do the negotiations.
