I think pandering to actual citizens is probably better than pandering to illegal aliens, not that either one is a good thing.

given both rubio’s cuban ethnicity and the supposed mutha lode of political demographics — the hispanics — it’s not too much of a stretch for rubio to pander in this way.
However, it’s his pandering to disaffected African Americans in the inner cities which makes less sense. I see no upside for him there. It’s a ‘move to the center’ play, and it is too early in the campaign season for such a thing.
