Yes it’s real. What happened was Bush’s campaign staff had handed out Bush campaign T-shirts prior to the photo op, but had forgotten to check the product after delivery from the printing company.
Others speculate these were pranksters who told Jed they were supporters. Just before one of the pranksters took the photo, the rest posing with Bush, took off or unzipped their coats.

They showed Yeb at his townhall of 50 or so people the other night. He looked greasy, sweaty and nervous. It was pathetic. He had his shirt sleeves rolled up, no tie. Mr. common Joe. Then over at Trump’s rally there were 3,000 people and Trump looking svelte in a nice suit. Confident and not sweaty.
