That's not science fiction but the chip is a very simple pinging device. It has no idea that it is on a dog or why.
What is isn't is some super information gathering device. It simply says "I am here and this is my name" when pulsed. If you ask it again it says "I am here and this is my name" .. if you ask it again it says "I am here and this is my name" ..if you ask........

You want to put a chip in your dog which is filled with toxic metals? It's your right but I wouldn't do it.I didn't want to either. The problem is he's very strong from all the walks he takes me on, and when he pulls loose it's because he has a fantasy of belonging to a herd of deer. Last week, he followed interesting scents for miles until he collapsed. It is disturbing that the info about the dangers of "chipping" aren't divulged when it's done. For my guy, it's the only way to save him from his spirit of adventure.
As far as the rest, I wasn't addressing the weird stuff in the article, but what's already possible. Will that stuff happen someday? Who knows....there's so much going on in the world today that doesn't respect human life.

"The Army put a microchip in my a$$..."
--Tim McVeigh
The comment was laughed off because it was presented as if the chip had been implanted in his buttocks (literal interpretation).

My dad worked with a DARPA crazy trying to build a thought controlled helmet for fighters with external sensorsHow long ago was that? (rhetorical, really).
Look what has happened to what we call a 'phone' in 20 years.

Don’t disagree with your statements about DARPA.
I heard good old Annie discussing this on some radio show the other night and she was so far off the rails it wasn’t even funny

And they’re just as safe from hackers as Hillary’s email server.
