My question is, how many Chinese are mandated to learn English?
I suspect it is required in all upper level education. English is the universal language of Commerce. We don't need to speak any other language. They need to learn ours.

I don’t know. But my Chinese immigrant friends work very hard on their English skills. They are so happy to be here. They are all Christians, I went with a Shanghai born gal for 15 years, and I regret not having her teach me Mandarin. Not an easy language to learn though.
Judging by the Chinese grad students that I had for teacher's assistants in Engineering School, zero mastery of the English language is required.
Rather, I simply learned to design "Crows Cisterns" rather than Closed Systems.
All of them that I've met, which is a fair number!
