The Saudis have spent tens of billions of dollars increasing capacity and trying to improve crowd control at the various Hajj sites. That stoning area saw stampede deaths almost every year until the Saudis improved the area. From what I understand many pilgrims think you need to do the stoning at at a certain time so they all rush to get there.
