“When I was there one could get a carry permit by leaving the weapon and two rounds of hardball ammo with the police for two days. When you picked up the weapon you got your photo ID carry permit. $15, IIRC”
Same for me. Was stationed there 5 years and carried all the time. The carry permit process was fast, easy and inexpensive. Crime was bad in areas, but I never had a problem. Most all of my Panamanian friends carried as well.
