I have personal knowledge of a pediatric neurosurgeon who was chairman of a dept. whose colleagues all admitted (privately) that he was a terrible surgeon and not a good person but WAS a good politician. Not saying Carson was good or bad. I don’t know. Assuming he was great because he was the boss could be an erroneous assumption. I recall an essay on “How the asshole got to be boss.”.
