WASHINGTON A special intelligence review of two emails that Hillary Rodham Clinton received as secretary of state on her personal account including one about North Koreas nuclear weapons program has endorsed a finding by the inspector general for the intelligence agencies that the emails contained highly classified information when Mrs. Clinton received them, senior intelligence officials said.

Basically, Hillary Clinton is guilty as sin, but since she is a Democrat running for the highest office in the free world, she gets a pass.
And that is why Donald Trump is ahead of everyone.

What procedures did you distribute to other federal agencies with regard to sending classified information to your @Clintonemail.com server?
What was your preferred method for receiving classified information from other federal agencies including POTUS?
Nothing more than an attempt to cloud the issue to give Hildebeast an excuse that “It’s difficult to determine what is and what is not classified.”
Classification authority (determining what is classified or not) starts with the Executive branch. Most people (99% or higher of the thousands of cleared people) working with classified material have only "derivative classification authority." Meaning they mark things (documents, imagery, presentations) classified based on the classification of their source material and/or classification guides that literally list x, y, or z information about the a, b, c programs is/are considered classified.
A very few people - maybe a few dozen, a hundred or so (?) - have what is called "original classification authority." This is explicitly granted from the Executive branch. Personnel with OCA are entrusted to make determinations when information is classified - regardless of source, guidelines, etc. They are entrusted to determine "Hey, this could be damaging to the US or our interests if this information became public. We are going to protect it as confidential/secret/top-secret."
The trap Clinton has put herself in is this. The Sec State position she held is one of those few people/positions that are entrusted with OCA. By claiming innocence - based on the almost certain lie - that the information was not marked classified when she read it... She is admitting she lacks the good judgement (heck, just plain common sense) to say "gee, maybe xyz ought not be 'public' information...this seems like it should be classified..." She has admitted, loudly and publicly, that she lacks the intelligence, common sense, and good judgement necessary to be President. You can be sure the President is privy to much more information than the Sec State that is in the realm of "this needs to be protected or cause grave harm to the US."
Clinton is a liar and completely unfit to be President.

Understood, but that reference didn’t come from any government entity connected with the criminal investigation (what it is). It is either a campaign fantasy or a fantasy of the writer himself.
They, the Clinton Campaign, are trying to play this as a “a BJ isn’t sex” deal when they have to convince the ICs they are blameless. That’s a hard row to hoe. They are dealing with dumb Joe Blow Democrat voter.
