What would be done to any other government official who refused to carry out their duties? Methinks there’s a legal process that must be followed, and I’m pretty sure no one can legally force her to issue marriage licenses. That won’t necessarily stop the black robed tyrants—they are called that for reason—but legally, there must be certain processes for handling government officials who refuse to perform their official duties. I don’t think those processes include imprisonment btw.
