She won’t quit, cannot be fired, yet refuses to do her job. Nothing in her job description says her opinion on a marriage matters. Many Christians object to a divorce person remarrying. Should a county clerk get to refuse to issue marriage licenses to someone who has been divorced?
I don’t LIKE the law about homosexual marriage, but she is not endorsing homosexual marriage by issuing a license. A license only says that the people involved have met the requirements under the law. It says NOTHING about God’s approval.
She deserves punishment. How does she differ from a reporter who refuses to testify? They go to prison for being in contempt.
As a government official, her opinion is irrelevant. Issuing a license does NOT mean she approves - just that it meets the law. If she is not willing to follow the law about her job, then she should quit.

Nothing in the Federal Government’s “job description”(i.e. The Constitution)is marriage, gay or otherwise, mentioned. Thus it is left to the States.

It is not her "job" to issue marriage certificates (that she has to sign) for people who were regarded as mentally ill for most of this nation's history any more than it is her "job" to issue marriage certificates to dogs and cats.
This is a manifestation of judicial tyranny, and we should not be supporting the power structure that makes judicial tyranny possible.
There will come a time when they demand we have identification tattooed on to us, and we better hope there is someone out there who will refuse to do "their job".
The court struck down the existing law, and there is no controlling legal authority except that of petulance and brute force.
Please cite the actual LAW she is violating.
Keep in mind that the LAW as written in KY specifically refuses to recognize or sanction any form of homosexual marriage.
SCOTUS ruled that was not permissible.
But the LAW has not yet been updated.
