An employee does not have the right to determine the services and products of the employer. The employer in this case, are the people who elected her. They will have the opportunity to fire her at the next election. But I have a feeling that the majority of the people who elected her will agree with her.

So it’s ok for the person to not perform their duties for 3 or 4 years until the election. The city and the people could have to pay fines or bearrested. If she is elected, let the taxpayers deal with the consequences, as her employer.
