I thought the problem in NOLA was that the dikes were over topped, (water was higher than the dikes) not that the dikes failed hydrostatically. The COE had plans to make NOLA Cat 5 proof, but could not overcome environmentalist (as opposed to environmental) objections. There was money and time enough to upgrade the dikes, what was lacking was the will.
No doubt some of what you say is true and a factor about the French Quarter. However, the levies were not just breached, they failed in many cases. And that speaks to the incompetence and corruption in many gov contracts, especially in one of the most proudly corrupt states in the country.

The trouble with the N.O. gates that failed wasn’t design, it was upkeep. N.O. collected taxes/fees specifically to repair and maintain them, and then spent it on something else.
Also, N.O. is sinking a foot every 25 years, so old solutions aren’t enough.

In both places we're looking at long standing cultural traditions. In Panama there's little or no legal recourse available so folks are forced to do everything through personal contacts. In the U.S. there's supposed to be a rule of law and a reasonably effective legal system where merit can prosper. This is why I'm especially concerned about the disregard for law that's more and more in fashion stateside these days.

The waterline dimensions would say yes.....flight deck would overhang the lock walls so it would have some transit restrictions. Passing through Culebra would be touchy as well.
Since we base them on both coasts, I would say it would have to be a very pressing need for us to send a Nimitz through Panama.
Typical contracting everywhere, as far as labor. It doesn’t make sense to bring labor with you for most jobs. Management would be different, but as you go down tiers, more local engineers and supers, etc. is the norm.
