That’s not what Trump said, or even implied.
US employers have been arbitraging US and Mexican payscales and basically participating in (ripping off) Mexican state social subsidies, massive supports for low prices of gasoline and consumer staples as a matter of social policy.
US wages reflect the cost of living in an environment without state social supports. By preferring Mexican labor and arbitraging the costs, US employers are stealing social supports intended for Mexicans.
We would need an import tariff on drywall installers to square up the very unequal economics.
The only Mexican “electricians” I know of steal the neutral wire on distribution lines...
