nited States Forces Korea (USFK) is a sub-unified command of United States Pacific Command (USPACOM). USFK is the joint headquarters through which U.S. combat forces would be sent to the South Korea/US (ROK/U.S.) Combined Forces Commands (CFC) fighting components the combined ground, air, naval, marine and special operations forces component commands. Major USFK elements include Eighth U.S. Army (EUSA), U.S. Air Forces Korea (Seventh Air Force), U.S. Naval Forces Korea (CNFK), U.S. Marine Forces Korea (MARFORK) and Special Operations Command Korea (SOCKOR). It was established on 1 July 1957.
Its mission is to support the United Nations Command and Combined Forces Command by coordinating and planning among U.S. component commands, and exercise operational control of U.S. forces as directed by United States Pacific Command.
USFK has Title 10 authority, which means that USFK is responsible for organizing, training and equipping U.S. forces on the Korean Peninsula so that forces are agile, adaptable and ready.
With 28,500 American soldiers, sailors, airmen and Marines in South Korea, U.S. forces in South Korea are a forward presence in the region and a key manifestation of the U.S. government’s rebalance toward the Asia-Pacific. Given the threat that North Korea poses to South Korea and the region, the USFK mission also includes planning non-combatant evacuation operations to ensure that if the need arises, U.S. and other previously agreed-upon countries’ citizens are removed from harm’s way. To this end, USFK conducts routine exercises to ensure that this process is effective, efficient and orderly.
History (1940 blitz of UK, WW2 bombings of Germany and Japan, burning of Moscow in 1812) shows it takes more than trashing a big city to win a war. A destroyed Seoul would be an economic and humanitarian catastrophe, but wouldn’t change the overall outcome of the conflict. Every time they run out of something they threaten to do something rash...one of these days...it will be their last threat.
I’ve read that line about NK having tons of artillery pointed at Seoul many times, but mapping it out shows that very little of Seoul is within tube artillery range of NK.
The Nork 240mm MRLs are a different matter, but except for their newest model, those still have to be fired from a 15x15 mile area of NK that would be taking a hell of a hammering from above.
No doubt Seoul would be hit hard, but it would be like London during the Blitz, not Berlin in ‘45.
No question the NK artillery would fast get blasted into oblivion. Problem is, it’s configured to blast Seoul into oblivion in about the time it would take SK/USA to retaliate. Nobody in that 15x15 mile area would expect to survive, giving all for Dear Leader and the Motherland to achieve the Great Victory.
I expect that should it actually occur, the NK would perform rather poorly, Seoul would take a beating but survive, and a grievous reconciliation & reunification follow. Unfortunately, that’s the _best_ case, and everyone is trying to delay the still viable worst case scenario.

South Korea will need no help defeating the North. The huge North Korean Army will surrender after the first battle. Obama will do nothing but play golf as millions die. Maybe Japan will help South Korea? China will stay out of it for now.
