Don't conflate one thing with another. If you had studied this subject, you would know that the legal system recognizes several levels of temporary jurisdiction and temporary allegiance.
Foreign students visiting the US are regarded as having a temporary allegiance to the society in which they are currently living. Illegal aliens are an invading force, penetrating into the interior without permission.
They are the responsibility of their own governments, not ours.
ALL Persons to be considered “Under the Jurisdiction of” have a requirement of being able to be charged with TREASON, If you are an Illegal Alien you CANNOT BE CHARGED WITH TREASON AGAINST THE UNITED STATES, you ARE NOT “under the jurisdiction of” You Have NO RIGHTS to have your offspring be citizens.
Not being subject to US jurisdiction means they are not bound by the responsibilities that citizens have, like jury duty, getting a passport to travel outside the country, voting, etc. It does not mean you can ignore the law if you’re not a citizen. The way you are interrupting it there would be no reason to put those words in the amendment. They would mean nothing.

The point is, they are not our citizens.
They are under the jurisdiction of their nation of origin.
Try arresting one of them for murder and watch how many seconds before the Mexican embassy has someone interceding on the perp’s behalf.
