I didn't slough over that, in fact that is the central point. If a person is 1) born in the United States and 2) subject to the jurisdiction then

The citizenship is a result of those two conditions being met. Exactly!

Beg pardon. You are correct and I was reading the 14th as if more wording followed that clause. But there is a period there.
