Sounds great, but I'm scratching my head about a couple of things.

• A Trump administration would raise the prevailing wage paid to holders of H-1B visas.

Raise the prevailing wage for legal immigrants? Why?

• As president, Trump would put in place a nationwide a nationwide online worker-eligibility — a.k.a., e-verify — program.

Great! But if this is enforced, wouldn't it make the next goal a moot point?

• American workers would be given top priority under Trump’s plan, which states that nearly 40% of black teenagers are unemployed today, while nearly 30% of Hispanic teenagers are unemployed. (“The influx of foreign workers holds down salaries, keeps unemployment high, and makes it difficult for poor and working class Americans — including immigrants themselves and their children — to earn a middle class wage.”)

Low H1-B visa legal workers reduces wage levels of American workers! I am surprised you did not catch on to that.

Raise the wage for H1B to make it less attractive and easy to hire aliens instead of US. You need to read up on this a little. The Immigration Act sets minimum wages for aliens so as not to “encourage” slave labor.
