I suspect they are trying to keep Cruz off the shows.
Cruz likely understands these shows do almost nothing for your campaign. He is building his organization for the vote.

I don’t think Ted Cruz is avoiding the shows. He doesn’t seem the type to avoid anything and he is, and should be, confident about his views and his ability to express them.
I saw on Fox where they had to mention his name because of his fairly dramatic rise in their polls.
