While defense contractors have derivative classification authority, only able to create new documents based on the classification of source material, Hillary Clinton as Secretary of State probably counts as an original classifier - the reports and correspondence on many topics would be classified as she or her subordinates chose or based on government criteria regarding sensitivity.
On that basis, much of what she generated was sensitive and classified simply because it was related to her job.
