This is correct. Any tax system is going to be scaled. The less money you have the more valuable your money is.
Flat tax is regressive when you consider the value of accumulated money. I.E A dollar from somebody making $50k per year has more value to the individual or family than a dollar from somebody making $500k per year, and while the two can never be equal, the progressive schedules limit the widening gap in that valuation — and despite this, the gap does still widen. That’s the payoff for capitalism. Hard work, smart work, or a combination of both and you will then enjoy the fruits of your labor.
A stable and balanced economy (and therefore government) relies upon a stable and balanced poor to middle class to wealthy ratio.

Most GOP candidates are RINOs. Ted Cruz is for a flat tax. That’s why he stands out from the pack.
A flat tax may include exemptions up to a certain level, above the poverty line for instance. That’s not the same as a progressive income tax with several different rates based on who has a higher income.
