Maybe, but for the last decade or so, most of these sorts of incidents were committed by the "victims" themselves so that they could advance an agenda and/or play "victim."

Reminds me of an incident back in the 80's during a housing discrimination case in Yonkers, N.Y. A Jewish woman who claimed to be a civil rights activist filed a complaint with the PD saying someone spray painted swastikas and antiSemitic BS on the apartment building she lived in. One of our neighbors, a Black woman lived there and knew her all too well. She said she was a bit of a yenta. Well the cops had her building under surveillance and sure enough, caught her on video doing the dastardly deeds.
