Because in a lot of states the tuition has been going up. Student aid loans actually allows colleges to artificially inflate tuition. By freezing tuition costs the student is protected from this price gouge.
It’s one thing to say they want to make college “free”. It’s another thing entirely to make it happen. That money has to come from somewhere. With a budget that needs balancing and a debt that needs to be paid down; finding money for free college is a total pipe dream.

Why is Walker bragging about price controls?
Nothing wrong with price controls on a government product when there is a large market of private alternatives. UW was using its inflated tuitions to puff up a hidden $600 million fund. It is a political base unto itself, and a hostile one at that.
