Voting "no" on a cloture motion, so as to be able to bring it up again as "reconsideration," is a joke.

A failed cloture motion doesn't dispose of the underlying bill, it keeps debate alive. A passed cloture motion limits debate. There are instances where a SINGLE issue was given as many as 7 separate cloture votes!

The Senate is an utterly dysfunctional deliberative body.

Which is why we need to repeal the 17th Amendment and let the states legislators once again decide who their senators should be.
