Comparing apples to road apples IMHO. Bush did not have to govern during the reign of Obama, the great ruiner.
Very difficult to compare apples and apples unless the governors served during the same time period. A governor whose term finished before the financial crisis would have vastly different numbers than others, regardless of his policies.
Gallup polls hiring climate in each state. In the last full year (2014) WI was tied with TX and NE for 2nd place behind ND.

I looked at the same polls for the past 5 years and under Walker the improvement in the poll has been steady, starting from down in the middle of the pack under former Governor Doyle, a Democrat.
(The poll asks employees whether their employers are hiring, laying off, or doing neither and nets out the hiring vs. laying off percentages.)
