Perhaps because Boehner had the flag at the Capitol lowered to half staff. But I'd like to know why it took so long for Boehner to grow a spine and order the flag lowered.

I think, just like the governors, they were waiting expectantly for the POTUS to order it. When it became clear once again that the POTUS is a floating TURD, the governors and Boehner ordered it.
