It all comes down to what “confronted with a weapon” means.
Police do not have a blank check to shoot anyone who possesses a weapon in their presence. They do not even have a blank check to disarm everyone in their presence.
As the article stated, they are investigating to figure out what happened.
We wouldn’t have these kinds of problems if only the police had guns. /S
