Maybe for people who want to read that into it. He never mentions his employer in the letter. He only asked to have his job title included under his name. There's no reason to identify your employer at all unless your intent is to link your opinion to your job and your employer.
Every place I've ever worked had a clear provision in their employee policies and procedures manual that explicitly prohibited this kind of thing.

We had our policy and procedures manuals for NY State Corrections. As Peace Officers, we were required to comport ourselves so as not to bring a bad light on the Department. We weren’t restricted from identifying ourselves as officers, but were restricted from claiming we were speaking for the Department as a whole.
