More like one political faction that had been sucking at the municipal check book for 40 years got beaten by another. Think about it. A town of 700 people has a six-member police department, a city attorney, a water treatments supervisor? I live near Lexington, a town almost seven times as big and which gets along with an eight member police force. I think that a lot of people had gotten pretty good salaries for some time without really earning it and suddenly realized the gravy train was over.
Not if some...or any...of the officers were also black.

Actually, if this was the small town in Missouri, it is because the black woman is a Republican who wanted to get the town back on a decent financial footing.
The defeated mayor was a Democrat who had been running the show for 30 something years.
