Isn’t a ‘moped’ another name for a very small motorscooter?
Isn’t a ‘moped’ ruled by various State’s laws, illegal to operate on open roads?
The man sounds like a regular full-time jerk, that would find a way to make himself known, flag or not.

A moped is a motorized scooter 50cc and under here in NC. Don’t know about SC rules.
In NC mopeds used to be treated by law same as bicycles and could only have a top speed of 35mph.
As of the first of this month all mopeds/scooters in NC have to be registered and display a license plate. I’ve yet to see one on the road with a plate.
Mandatory liability insurance is planned and will probably take effect next year.
