Not even then. I trully believe that a large percentage want to stay on the underground economy. Goverment benies, work under the table and send as much cash back to Mexico as possible. They aren’t going to pay no stinkin State or SS tax. Cali welcomes them with open arms. 12% of the population, 34% of the wefare recipients. You have to be willingly trying to get to that kind of number. The downward spiral continues for SS. No if ands or buts, at age 62 I’m starting and fully expect for severe reductions if not a total collapse of system before I expire. Look for 401k, savings, and IRA haircuts via Govermint fiat like they are proposing in Greece as well.
I suspect SS payments will be means-adjusted in the future (rather than based on your contributions); I work with many childless Americans who reduce their current income tax burden with retirement plan contributions, and I fear that will bite them in the arses when they retire.
I work with a woman who complained that her mother had to return to work because SS was inadequate; when I asked what work her mother did, she responded (without a trace of irony) that she babysat for cash. When I asked what work she was doing now, the reply was that she was doing more of the same...

I often wonder how Social Security can collapse but you never hear of any welfare program collapses. Seems to me the first programs to go should be those that weren’t funded by our own contributions.
I heard a radio interview a few months ago when the topic of "immigration amnesty" came up. The guy they were interviewing brought up the 1986 amnesty law, and cited a statistic that only 25%-30% of the eligible illegal immigrants in 1986 even took advantage of the amnesty they were being offered.
It's kind of pathetic when a Mexican with little or no education who crosses the border illegally and "lives in the shadows" is the one who figures out that a man with no Social Security number, no bank account, etc. has more freedom in this country than most Americans.
