Well, it depends on what kind of "license" it is. No, Praeger would NOT have a license because that's just the name, "Praeger University." Of course it's not a real college. It's like Rush's "Institute for Advanced Conservative Studies"---it's a name. The charge is just silly and for a judge to rule that way says more about the moronic judge than it does about Trump.
But I still want to know what brilliant math someone had to get 4,000 students at $1400 per to come out to $40 million. That's Dem-O-Crat Al Sharpton Louis Farrakhan math right there!
