Yes, I had seen that and it is very troubling.
Beyond the low-lifes you get in those places, you also get mentally ill people in them.
My ex brother-in-law and his wife (kids) were living in an apartment in Van Nuys, Ca. It went Section 8, and it just cratered.
One of the worst problems for them was this one lady neighbor who was just looped. She was downright scarey. They had to start keeping their door shut and locked.
They soon moved after that.
