He didn't just "participate". He was an old pro at it. He bent over and arched his butt out so the other fag could pretend he was humping him. In a normal world, this sick puppy would be immediately fired. But imagine the NYPD trying to that in this current climate. No way, unless they can find some more general basis for his dismissal.
If that guy had taken the officer’s gun and shot him in the rear - I wonder if the press would claim it as a butt plug?
