Why is Business Insider running a picture of coal power plant in Germany with this story on EPA rules on American coal plants?

Yes, the EPA has already gotten most of what the EnviroLobby wanted, BUT this is still a victory when you consider what the results of a reverse ruling would have been. This is a ruling FOR limitation of administrative rule making as opposed to imperial-type bureaucrat governance. This may have an influence on the current EPA “Waters” vs “Navigable Waters” overreach.
