First - NASCAR started with competition between moonshine runners and their cars! Ever since the Whiskey Rebellion that made Prez Washington send troops into western Pennsyltucky the tax-evading illegal whiskey trade has been moving southwards into Tennessee, Georgia and even the pinelands of north Florida.
Second - the Dukes of Hazard was based on movies about the moonshine trade and transport - more specifically a movie called Moonrunners starring Robert Mitchum's son James. Robert Mitchum had written, produced and starred in the original moonshine-running movie THUNDER ROAD in the late 50's which became almost a cult movie even to urbanites.
The Dukes of Hazard TV producers decided it might be best to leave the moonshine out of the plots thus creating instead a rebellious atmosphere for the show's fans. To demonstrate that attitude they incorporated a REBEL flag.
Now there's the low-down evaporating into the ether never likely to be seen again. :^O
