Turkey tacitly supports ISIS with a leaking border for arms and recruits. Everyone besides Israel, Egypt, Iran and the Saudis pretend they don’t exist or are terrified of them. Of course that last group includes us. Will Tunisia actually do anything beyond wring their hands? I think an inordinate number of refugees are sympathetic to ISIS.

THIS is the Terror. They are killing random citizens in an effort to keep the conquered population off base and unable to mount an opposition. Random terror is effective because the people cannot know that it is random and each is suspicious of everyone else including of their children and their parents.

The Romans pioneered it as it is used in civilized societies. Barbarians have known its efficacy since they were organized in tribes.
