The city council in Jacksonville, Florida, has taken up a proposal that, if approved, would make it illegal for residents to park their cars in any manner that prevents law enforcement from seeing their rear license plates from the street.
For those who live in single-family homes with off-street parking, such a law would make backing into the driveway to park an illegal act. Florida is among a handful of states that dont require car owners to display license plates at the front of their cars.
The proposed local bill would also require people who use car covers to figure out a way to make the license plates of covered cars similarly visible.

Just part you car head on in driveway, then remove your license plate from the rear! Before you drive out the driveway, put it back on! That would really make them pissed off!
Some people back into their driveways if on busy streets because it is easier and SAFER to drive out forward at busier times.

Because it prevents others from driving up the aisles of a parking lot. Backing out is a different action, a single two-point operation without the space constraint of a parking spot, without cars on each side ...

There was a report on the news here that said repo men, cops, etc., were driving through parking lots and neighborhoods looking for cars whose owners were behind on payment, had unpaid traffic tickets, had warrants out on them, etc. They claimed that they had limited reasons for collecting the data, but the owner of the scanner company said the data could be retained indefinitely and put to use in all kinds of ways.
It is quite popular in Honolulu, but results in jammed up parking lots as crappy drivers jockey back and forth, blocking the lane completely. Either do it fast, or if you cannot, do not try it at all and just pull the F in and get out of the way.
Some places require garage doors to be closed unless moving a vehicle in or out. Crazy..

I always back into parking spaces when it’s not designated where I can’t.
I call it, “Tactical Parking.”

Studies have shown its safer to back in on arrival than to back out on departure.Mostly because you have a complete field of view into the area you are heading.
These are long time practices used by UPS,ATT and a host of other companies that operate 1000’s of vehicles that are self insured.Think they know something the general public don’t??
If some one has to wait for me to park...Tough,my safety is my concern.
You can’t back your car into the driveway but you can wear a burkha when you get your DL.
