Which doesn't absolve a president or any other officer of the FedGov from obeying the law. There are laws regarding how and when enemies, foreign and domestic, can be engaged.

Actually it was your argument. When you say 'we' you must mean the country of the U.S.A. which is a non-sequitur to the original point of killing individuals in foreign countries that we are not at war with so that is irrelevant.
You are reacting emotionally to legal questions which is exactly what SCOTUS did twice last week. That is exactly why the rule of law is now dead and irrelevant. No one cares about it anymore so why should the President or the Judicial Branch follow it?
You don’t know what sort of secret agreement our government has with those countries where we use drones. For all you know those governments want them there. I’ve not heard or read where those governments have gone to the UN to force the US to stop or either complain to Kerry or whoever.
