Nothing a state does can trump the Federal rule as determined by the SCOTUS. They are essentially powerless to do anything meaningful. Sure, they could have a plebiscite or have the legislature pass some laws that could not be enforced, but then we would be adopting the meaningless tactics of the Left in doing so................
That’s BS. If the SC isn’t going to enforce the law, then the States don’t need to follow SC legislation either.
