The thing that still bothers me is why did they allow that symbol on state flags or even flying the flag over any public building even AFTER the 1964 Civil Rights Act was passed. Especially that flag is so strongly associated with the Ku Klux Klan, a group formed by ex-Confederate Army officers.

  Ironically, that flag, a symbol of both groups consisting of Southern Democrats.
