Sadly, he’s correct. Putin is just one malicious actor out there exploiting the situation. I know he has an abiding and loving cadre of fans on this site, but Putin makes it even more difficult to have peace and security in the world. For example, his weapons sales to Iran and Syria embolden both of those thugs states.
